Awa Touray is a public financial management specialist with extensive experience strengthening core fiscal systems, budgeting processes, and reform capabilities across Africa. She has worked directly within the Ministry of Finance in The Gambia on expenditure analysis and budget reform, and has supported pan-African institutions such as the Collaborative Africa Budget Reform Initiative (CABRI), where she worked with government reform teams in Liberia, The Gambia, Ghana, Liberia, Rwanda, Lesotho, and South Africa on adaptive approaches to improving public financial management and service delivery. She has also contributed to national reform efforts, including the development of Sierra Leone’s PFM Reform Strategy, and most recently served as Deputy Chief of Party for USAID’s Education Systems Strengthening Activity in Liberia, leading PFM systems strengthening within the Ministry of Education. Awa holds a Master’s degree in Public Policy from the National University of Singapore.
